1998年，英國零售商協會（British Retail Consortium/BRC）編寫並引入"針對零售商自有品牌食品的供應商的BRC技術標準和規程"（BRC食品技術標準）。本標準最初是用於零售商自有品牌食品的供貨標準，但近年來BRC 食品技術標準被廣泛地應用到食品工業的其他部門，例如：食品服務業和食品配料的生產。有很多具體事例表明BRC食品技術標準不僅在英國本土之外被採用，

而且已經成為一些公司編寫供應商評估程式的基礎架構。

"BRC標準"是針對零售商食品自有品牌的供應商進行審核的通用基礎，以協助零售商滿足法律的要求並保護消費者的權益。從"英國食品安全法案"的宣導開始，在整個供應鏈中把責任落在英國零售商上現已成為最佳方案。因此，供應商也已經接受"標準"的原理，並作為其"克盡職責"體系的一項要素。

"BRC全球標準──食品"包涵了各零售商自己所要求的基本標準原則，並不斷地進行修訂以滿足零售商及其供應商的需求。但本標準無意取代任何法規，原因是業內個別特殊領域可能需要更高程度的監管。供應商加工場地的技術審核工作只是零售商"克盡職責"系統的一部分，而可接受標準也因零售商的不同而有著相當大的差異。BRC 的成員將定期對本技術標準進行評估，並在必要的時候進行修訂。"標準"要求：

  • 採用並實施危害分析與關鍵控制點體系（HACCP）
  • 有效的、文件化的品質管制體系
  • 對工廠環境標準、產品、加工過程和人員的控制

在 BRC食品技術標準取得成功以後，受英國國家政府的鼓勵，英國的貿易團體之間還在繼續合作，以期在其他方面取得進一步的一致和成就。這使得BRC其他標準相繼問世.BRC全球食品標準包括四個標準:

  • BRC 全球標準－食品
  • BRC 全球標準－消費品
  • BRC 全球標準－食品包裝
  • BRC 全球標準－非轉基因食品的身份保持

BRC 被 Tesco, B&Q, Aldi, ASDA, Boots, CoOP Wholesale(CWS), Iceland, KwikSave, Littlewoods, Morrisons, Netto, Safeway, Sainsburys, Somerfield; Spar, Waitrose … 零售商認可
